The Freesewing.org website has a bunch of gender neutral patterns including a waistcoat one. You enter a whole load of measurements and specify whether or not you have breasts, as this is the big element that needs accommodating or not, then you can specify a number of different options. I haven’t actually tried any of the patterns to know if the instructions etc are good, but the concept certainly sounds great.
