As well as the visible minorities (and clear authorial support for their right to be there and to be treated exactly as well as everyone else) the whole thing is a meditation on power structures and systems of government, ffs. It's not as in-your-face to a 2017 audience as something like Ancillary Justice, but it's absolutely not apolitical at all.
